I would imagine there's nothing specifically illegal about just cold-calling someone, despite the obvious poor decision-making skills involved. The onus is probably on the Skype users to make sure they're not broadcasting their details if they don't want to be called.
I agree with this. Also to the point, Korean and African-American actresses play whites at a coupe points in the movie, too. Hell, men play women and women play men, too, so the whole point of the movie is found in the mixing of expectations.
