The real reason is to ensure that the payment is rung up at the till, as almost everyone waits for their change. If the cost is a round figure, it would be easy for the payment to go into the clerk's pocket. It's to prevent theft by the checkout operator.
I agree - and even if the amount of tax is different in each state, surely with modern technology each store can print out a price sticker with the tax already added?
