He isn’t Chilean. He’s Spanish and practices in Chile. Spain is a fully developed European country (if currently economically unstable). Also, it’s quite small minded to assume that Chile has low standards based (I assume) on the fact that it’s in South America. Chile is quite developed and prosperous, not just for South America. Not to mention that the economy in Chile is, at the moment, far better than in Spain. Also, it takes seven years of schooling and two years of internship to become a fully fledged medical doctor in Chile, this is comparable to much of Western Europe.
