The air is warmer on the vents. It releases air from the Metro tunnel system, and since it’s underground, it’s warmer than the air outside (at least that’s my scientific conclusion). It might be stale, gross air, and some grates are warmer than others, but when it’s freezing outside, it feels amazing to walk over those grates.
Just because there are homeless people does not mean it’s a “less than optimal part of town.” That’s in Penn Quarter/Chinatown, downtown, about 5 or 6 blocks from the White House. It’s one of the safest parts of the city. Homelessness is a huge issue for DC and cities everywhere. Concluding that a part of town is bad simply because homeless people are in the photo only adds to this problem by villainizing our poor. The “only problem” with the photo/situation is not that a shiny car is in a seemingly bad part of town, it’s that hundreds of thousands of dollars were spent on a tacky car while people have to sleep on Metro grates to keep warm.
