Did anybody read that except? He wasn't staying an opinion as to WHAT he wanted, he was stating that making it “civil unions” would be the best (ie less backlash) way of getting equal protections and rights passed in a country where interracial marriage could be illegalized some places. But, like the moderate Republican he is, he wanted (and has not said otherwise) the states to decide how they were going to handle making equal rights for all citizens. He wasn't saying the states have a right to legally discriminate against same-sex couples, he was saying they can set their own definition as long as all were equally treated.
