No, Dre's point was that only black people can use the word. Mine is that it needs to be everyone can use it or nobody can. To say only certain people can use it based on their race qualifies as racism.

All that said, the only time I personally have ever used the word was when my class read To Kill a Mockingbird, and that was after a class vote where we decided to say it as an entire class unanimously.
