Stuff you'll need:
2-liter bottle
Scissors
Utility knife
Spray paint
Decorating supplies
Do it:
# Take the lid off of a clean two-liter bottle.
# Use a utility knife and/or a pair of scissors to cut off the top (about an inch) and the bottom (about four inches), trimming any sharp edges.
# Spray paint the bottle and let it dry.
# Decorate with paint, ribbon, washi tape, or markers.
# Use an adhesive sticker to attach the dispenser to the wall.
# Fill it with garbage bags, empty grocery bags, pet waste bags, or even rags you have lying around.
