Pascal Sauvage was a fictitious Frenchman who plotted to take over the fictitious British Monarch. He stole the crown jewels then tried a variety of cheats, tricks, and bamboozles to ensure he got crowned as King including stealing, deceiving, kidnapping and replacing the archbishop of Canterbury with a false one. Taking a Kingdom forcefully is bad enough, but even worse were his intentions for the country once he had it in his hands. He planned to turn the entire nation into a prison and force the citizens to live and exist under his full control.

9. The Evil Stepmother

Even though Snow White has been retold over thirty times in the last century, the evil stepmother is the evil in almost all versions. She tries to kill an innocent child soon after her father dies all because she is vain and wants a mirror to tell her she is the fairest of them all.

8. King Stefan of Maleficent

Many bad guys start of as good people with good intentions, until that one event or instance that changes them forever. Due to King Stefan's ambition, he betrays his friend Maleficent by literally cutting off her wings and everything that he does after that was either out of guilt, paranoia or a hunger for power. He continued down that dark path until he reached a point of no return.

7. King Uther Pendragon of Merlin

King Uther in Merlin, is a hateful King who ruthlessly bans the use of magic in Camelot and kills anyone who performs or is suspected of performing magic. He does this without realizing that Merlin constantly protects his son and his people using the very thing he hates, magic. Perhaps the thing he is most guilty of doing is turning his daughter Morgana against him by being so cruel to people who perform magic.

In the end, King Uther's blind rigid laws, and cruel treatment of magic and its users brought about his downfall, defeat, and utter destruction. Not to mention it did nearly nothing to help his people who constantly needed magic to defend them

This King brought a completely new meaning to the word ‘favoritism’ in a family setting. He had two sons and he loved the older one a lot more than his second son. So hateful was he, that after his first son’s death, he tried to kill both himself and his second son in a murder suicide. The son he tried to kill was loyal, fair, kind, and wise. He had literally lived his entire life trying to make his father proud, only to be rewarded with hatred and an attempted murder.

So, he killed his brother, tried to kill his brother's son and took over his kingdom. Thereafter, he ruled so poorly the kingdom begun to deteriorate. His scheming, plotting, concocting, and evil trotting make him one of the worst fictional kings of all time.

4. King Xerxes

King Xerxes was the son of King Darius of Persia. His journey down the 'evil' lane began after Themistocles of Athens killed his father. Against strong advice from his dying father not to continue the war against the Greeks, King Xerxes allowed himself to be manipulated by the King's naval soldier Artemisia. She twists his father's last words of advice by convincing him that his father was challenging him to fight the Greeks and like many other poor leaders before him, he fell for it.

He went for a journey through the desert and entered a clearly evil cave in which he bathed in a golden liquid that turned him into a 'God-King' that was 8 feet tall. He declared war against the Greeks and thousands of his men and his enemies, including Leonidas and his 300 men, die because of this decision. After all that fighting, Themistocles of Athens still defeated Artemisia.

In Game of Thrones, this queen is guilty of, among many other things, raising the most cruel king in fiction. She was married to the King, Robert Baratheon who sat on the Iron Throne. Since he was constantly drinking and sleeping with prostitutes, she was able to bear children through incest with her brother without her husband’s knowledge. As such, none of her children were the rightful heirs to the Iron Throne. She killed anyone she feared would expose her secret.

She tried to exile Eddard Stark, the King’s best friend, for knowing her secret and trying to expose him. She branded him a traitor for trying to follow the law; tore up the King’s dying request to have Eddard take over the throne for the period after his death. She locked him up in the dungeons and left his fate in the hands of her cruel son. She made sure that no one could challenge her inbred son. She also hated and occasionally tormented Eddard Stark’s daughter, Sansa.

When all races in Middle Earth fought against the great evil Sauron, Isildur was the human King who finally defeated him by cutting off Sauron's fingers and separated him from the ring that he'd forged to give him power over all races. The purpose of the war against Sauron was for the destruction of the ring.

However, Isildur did to the world of fiction what the Biblical Adam and Eve did to the real world. He had an opportunity, a very rare one, to free the world of evil. The King of the elves begged him to get rid of the ring that would cause nothing but war and strife to the entire world. They had all fought for so long to defeat Sauron whose reign was filled with dark days and war. Isildur was the first creature to hold the key to that would have saved his people and all the people of Middle Earth. However, the frailty of his heart made him wear the ring instead of destroying it, which plunged all Middle Earth back into doom and despair for many more years

King Joffrey was spoilt, inbred, cruel, cowardly, and sadistic. He was the leader of all Seven Kingdoms of Westeros, which gave him a lot of power. He enjoyed laughing at people’s pain and tormenting them for his own enjoyment. One of his first actions as king was to give a musician a choice of which of his body parts he would prefer cut off, his fingers or his tongue. Joffrey ordered that he have his tongue cut off.

He was betrothed to Sansa Stark, a beautiful girl from the North and the daughter to his father’s former chief advisor. Her father, Eddard Stark had been accused of being a traitor and she begged him to be merciful towards her father in deciding his punishment, which he had agreed to. However, on Eddard’s judgment day, Joffrey ordered for him to be beheaded, which triggered a war in which tens of thousands died. He then made Sansa look at her father’s head, which Joffrey had put on a spike to torment her. He would take any opportunity to humiliate her in public.

On the battlefield, King Joffrey cowered in fear when he saw his enemies marching towards him. However, when his uncle and grandfather saved his kingdom by defeating the invaders, he took nearly all the glory. If anyone spoke against him, he would brand them as traitors and would often have them beheaded.
