North Korea Releases American, Threatens Consquences If KimJongUn Brought To Court

American detainee Jeffrey Fowle has been released from North Korea, nearly six months after he was taken into custody, the State Department said Tuesday. Two other Americans who have been tried and convicted of crimes in North Korea are still being held.

The day before Fowle's release, one of North Korea's senior policymakers, Jang Il Hun, Pyongyang's Ambassador to the U.N., made rare public statements at the Council on Foreign Relations. Jang telegraphed a firm message that there will be "countermeasures" and that "dialogue will go nowhere" on nuclear talks and reunification of the Koreas if the U.N. moves forward on a proposal to refer North Korea and its leader Kim Jong-un to the International Criminal Court.

"North Korea was clear that they are putting a lot of weight - and willing to make compromises on some issues - if the U.N. deletes the sections of a General Assembly draft resolution that would call on the Security Council to refer the case of North Korea to the International Criminal Court," reports CBS News' Pamela Falk.

Falk was at the Council meeting and asked Jang about the downside, if the resolution, sponsored by Japan and the European Union goes forward.

"All we ask is we, we do not want the resolution to include any mention of the referral of the leadership of our country to the international criminal justice mechanism or bringing those responsible to justice -- it's simple," Jang said.
