Here’s Why L.A. Woke Up To A Screeching Cell Phone Alert This Week

Southern Californians received a startling alert late Monday night with a flashing emergency message and impossible-to-ignore buzz. The Amber Alert notified all nearby residents of an abducted child. FEMA's Wireless Emergency Alert program says the notifications are necessary to help in the search effort. It's effect is up for debate.
