What do they mean by "we"?

This morning in Toronto, commuters found this written in chalk on the sidewalk of one of the city's busiest intersections.

The photo, provided to Buzzfeed Canada, was taken at Yonge and Eglinton. 10 days before the election, the niqab debate is dominating the conversation.
