Qin Shi Huang Di was the First Emporer of China, who unified it after the Period of the Warring States. Together, he and his advisor, Li Si developed a plan to conquer their rivals. Their plan worked, and China was unified under Qin Shi Huang Di. He and his empire are depicted above.

One of Qin Shi Huang Di's first acts was ending feudalism, which gave aristocrats had power over lands they inherited and their slaves. He replaced this system with a bureaucracy. He divided the entirety of his empire into 36 different commanderies, similar to states; all were overseen by the Civil Governor, Military Governor, and Imperial Governor. The Civil Governor was responsible for laws and agriculture, the Military Governor oversaw the armies, and the Imperial Overseer oversaw both of the other officers and informed the Emperor of governmental matters.

His Other Goals

To "prevent rebellions", Qin Shi Huang Di melted his rivals' weapons, and made statues out of them. Additionally, he burned Confucian books and executed Confucian followers because their views contradicted his.

With Feudalism gone, the division of the rich and the poor was lifted greatly. Now, the slaves were more free, and the aristocrats were placed under discretion of the law.

People who supported legalist values would also be pleased, for Qin Shi Huang Di executed many Confucian scholars on the spot and burned many Confucian books; he did this because Confucian thought contradicted his beliefs. So he essentially destroyed all he saw as an enemy.

As the last paragraph implies, people who were devout Confucians would not be amused in the slightest, if they even managed to avoid execution. If they did survive, they witnessed their books being destroyed.

Aristocrats would not like the fact that they were subordinated to the law. But it's not like they can do anything about it; they're subordinated to the law, after all.

Unfortunately for aristocrats, the police force of ancient China cared about their laws, unlike the above cop.
