What Are SETI's Protocols For Post-Detection

So you think you detected an ETI (Extra Terrestrial Intelligence) signal?

Verification

Basically make sure that this isn't a rare phenomenon that occurs on Earth or within our own solar system and make sure that this is not man-made (anthropogenic)!

Confirmation

Next step is to make sure that all other parties involved in the search for ETI's are informed so they may be able to conduct independent observations. This is important as it creates a huge network of constant monitoring for the area of detection. No party shall make this information public until it is confirmed to be credible or non-credible evidence.

As the discoverer you are responsible to informing your national authorities at this point of the potential discovery.

The United Nations

Once you have confirmation that your data is credible then you start to get tangled in some legal shtuffs.

According to Article XI of the Treaty on Principles Governing the Activities of States in the Exploration and Use of Outer Space Including the Moon and Other Bodies (jesus man what a mouthful) it is your duty as the discoverer to inform the Secretary-General of the United Nations of your discovery.

You are also expected to inform the following institutions of your discovery:

the International Telecommunication Union

the Committee on Space Research, of the International Council of Scientific Unions

the International Astronautical Federation

the International Academy of Astronautics

the International Institute of Space Law

Commission 51 of the International Astronomical Union

Commission J of the International Radio Science Union

PS - if you think the government is hiding disclosure or whatever, maybe try harassing these organizations instead of your president or prime minister.

Disclosure

Okay here comes your moment in history. According to SETI it is YOU! Yes, you have the right and privilege of the first announcement of ETI's.

You will be expected to make an announcement on public broadcasting networks and scientific publications.

Data Availability

Upon disclosure all data is to be made publicly available to the scientific community through publications, meetings, conferences, ect.

Data Storage

All data is expected to be securely stored for continuous evaluation for generations to come. It is one of the greatest scientific and philosophical discoveries of human history... you may want to back your drive up you know?

Electromagnetic Signal Protection

If the signal detected is electromagnetic then you are expected immediately to begin working with Secretary General of the ITU in Geneva and request a minimization of transmissions over the relevant frequencies during the Weekly Circular.

Response

Under no circumstances should a response to an ETI signal be sent out without the appropriate international consultation. This is a message from all of humanity and should reflect as such.

International Committee

Chances are you will be invited onto the international committee to be formed after the discovery. These will most likely be the guys and gals that will craft the response should we choose to send one. Other duties of the committee will include the continuing analysis of all observations made on the data that was collected after disclosure. SETI has made it their responsibility to maintain a list of all willing members for this committee so if you think you've got what it takes MAKE SURE THEY KNOW ABOUT YOU.
