The city officials actually wanted it kept, it was the state roads minister who had it removed. It was intended to be temporary, but the city was wanting to schedule a time to extend a trial period, roads came in and did it without warning. Considering Abbey Road in the UK has even MORE people pausing for photo-ops on a road without pedestrian lights (the Taylor Square crossing DID have lights) I hardly think it’s all about safety. More about showing who is boss- State over City. Big over little.
