Um, very, very likely. My brother & I registered our cars at the same time years ago.. guess what? Our plates were 1 digit apart, just like this. And I can count a million times that we drove to the same place in separate cars. The best part was that when I would get parking tickets, I’d put them on his car because it was similar in make/model to mine, and he never bothered to examine the digits on the plate before he paid. :¬D

My husband and I bought two cars at the same time. Both tags were sequential. We occasionally meet up after being out separately. Most likely a couple. Either bought two used at the same time or transferred tags for vehicles at the same time.
