Why did it take them so long to come up with this?

Scientists at the Ishikawa Oku Laboratory in the University of Tokyo have come up with this robot that wins at 100% accuracy. According to the paper, it can recognize the human hand at 1millisecond with high-speed vision and figure out what the person will do.
