Obama To Lay Out New Plan To Combat Global Warming, Give Up On Congress Entirely

The President will make a major policy address about ways to combat global warming on Tuesday at Georgetown University -- calling for caps on power plant emissions and greater fuel efficiency on household appliances. And, since global warming will be a contentious issue in a divided Congress, Obama's likely to focus on things he can get done himself via executive order.
