Since When Does Nickleback Play The Accordian

Where is this place? Where apparently 500 of whatever the local currency is will buy buy you a trip to the VIP room with the accordion player. The sheer amount of joy and tragedy within the same photo over and over makes this the happiest; "most depressing place on earth."
