birdonworld is right, he was likely trying to kill himself. Diving head and neck first into concrete while incarcerated? Who knows what he's charged with… he might be looking at decades in prison.

well all things considered he could have been high as fuck, I mean they probably just put him in a holding cell for 12 hours and he thought that was a good idea to pass the time. Clearly he thought a high dive into the toilet was the way to do it.

He was probably trying to get himself put in the mental health ward. Oddly enough, some people feel safer with crazy people than they do in Gen-Pop.
