Yes, the heat form the cars was melting the snow, but the freezing temperatures made it freeze again as ice. Also, your theory only works when the cars are actually moving. When there is gridlock traffic for over 10 hours, the roads are going to refreeze.

Would you want to spend the night in your cubicle? The majority of people who work in Atlanta live 30-60 minutes outside of the city. And the snow was melting, which meant it was freezing again as ice. The traffic here is already bad enough without adding ice to bridges and highways.
