Static Shock's full name is Virgil Ovid Hawkins.He's named after the man pictured above. In 1958, Virgil D. Hawkins withdrew his application to the University of Florida College of Law in exchange for a Florida Supreme court order desegregating UF’s graduate and professional schools. On Sept. 15, 1958, George Starke, UF’s first African-American law student, was admitted to the College of Law.

Static comes from a poor neighborhood in Dakota that's ridden with drugs, violence and bad influences. After a freak accident at a power plant, Static is given electric powers that he uses to better his community. Creator, Dwayne McDuffie, describes him as:

"Like any other awkward 15 year-old, Virgil Hawkins worries about pocket money, getting beaten up, and drugs. But recently, he's had even more on his mind: stuff like his powers, his secret identity, and drugs.
