The long-term unemployed would not be able to "linger on benefits" for long periods but would have to take up a guaranteed job offer or lose their state support
This means the next government, whatever party wins the election, will have to make tough choices on spending, including spending on social security.
The simple truth is that we should never have been prepared to see a growing number of our fellow citizens fall into dependency, hopelessness and despair. For without their active contribution we will be unable to create that modern economy.
Working families want a social security system that is fair and affordable.
The reality is that our welfare system has become distorted, no longer the safety net it was intended to be. Too often it is an entrapment... at its very worst, the present system makes criminals out of those trapped in its clutches. Faced with losing up to 94 pence of every pound they earn because of how benefits are withdrawn, too many end up in the shadow economy or working cash in hand.

I wanted to help to try and build a more responsible society in Britain – where we don't ask what am I just owed, but what more what can I give – where those who can, should; but, of course, those who can't, we always help. [T]his idea of mutual responsibility is the vital ingredient of a strong, successful, compassionate welfare system. We need responsibility on the part of those who contribute to the system – government and taxpayers. And responsibility on the part of those who receive from the system... I passionately believe that the welfare system should be there to support the needy and most vulnerable in our society and provide security and dignity for those in old age.
This country needs to be a nation where people who can work, do work. Not a country where people who can work are on benefits.
For too long we have let these problems be ghettoised as though they were a different country. Whilst the majority of the British people feared crime and violent crime most of all, it was in the inner city areas where most crime and violence exist. ... too many British people [are] on benefits living unproductive lives...A growing underclass was establishing itself, shut away, dysfunctional and too often violent. [C]ontainment is not an option anymore.
We haven't written our manifesto yet, but if you were going to be looking for savings in welfare, pensioner benefits is not the place I would first turn to. I would look at housing benefit for the under-25s.
