There is no requirement in Iowa —- or anywhere else —- to “tak[e] classes from NRA-certified instructors” in order to buy a gun, obtain a carry permit or anything else. The only mention of the NRA in Iowa’s gun laws (and the similar laws of other states) is that one of the acceptable forms of training to qualify for a permit is NRA-approved courses of instruction. Other typical “acceptable training” is completion of military basic training, hunter education courses, a police academy or an armed security guard course. These laws were written to include NRA-certified training for a quite simple reason: anti-gun government agencies have frequently refused to provide training that is legally required, and then used applicants’ lack of training certificates to deny them permits.

You mean like the mentally healthy law-abiding folks in California who complied with registration laws and then had the California Department of Justice decide that their previously legal SKS rifles were now contraband? The folks in New York City who had their registered semi-auto guns seized after NYC changed their rules about guns? And I hate to be the bearer of bad news, but the Supreme Court has twice ruled that there is no requirement to be in the militia in order to enjoy the right to keep and bear arms.
