Chris Smith (R-New Jersey) would not describe himself as a member of the Republican House leadership, especially since Speaker Boehner stripped Smith of his chairmanship of the Veterans Affairs Committee. Smith is, rather, an odd combination of ideologies. On the one hand, he's one of the most strident anti-abortion rights activists in the House. He's chair of the House Pro-Life Caucus and he's made it clear in his public statements that most forms of birth control should be outlawed. But on the other hand, he's more moderate when it comes to spending and is referred to as "one of the 7 Republicans who really get climate change". How he continues to get re-elected in a strong pro-choice state is a lesson in the power of incumbency.
