We always code for the other browsers first and then backfill with patches to make it work in IE.  IE is like the hyperactive, poorly socialized kid in third grade who takes up 90% of the teacher's time.

As a general rule, if something doesn't work in IE, assume the fault is with IE until proven otherwise. As an example, one of the issues I was looking at earlier this week was an InfoPath form that had been placed on our intranet for staff to open, complete and submit; simples. Worked in every other major browser (Firefox, Chrome, Opera, Safari), but not IE, because somehow the exact same file was then considered invalid by InfoPath. No me gusta.
