Based on the ending of the original Portal, Outside Aperture finds Chell trying to restore a sense of normalcy in her life after her stint as a test subject. Don't let the fact that it doesn't follow Portal 2 canon turn you off or you'll miss out on an incredibly well-made piece of fan art.
