It's obviously intentional. Like the “balots” typo in the headline to this post.
Politics Buzz Election officials in Rensselaer County in upstate New York sent out hundreds of absentee ballots with this unfortunate spelling error. They are denying any intentional wrong doing despite a statement that three different people proof read the ballots and the fact that “S” is no where near “B” on the keyboard.

Tom, you're right. No one could possibly have THAT slip by them after mistakenly typing it (or even having the spellchecker point it out). No chance.
