    Jim, spending is stimulus. Spending creates jobs and gets money moving through the economy. That's the whole point. Volcano monitoring employs people. This is the same strategy that got us out of the Great Depression. Now, Jindal might disagree, but his beef (and yours) is with John Maynard Keynes. Keynes said that the government could pay people to dig holes one day and fill them in the next — as long as it was paying them to do so, it'd have a stimulative effect on the economy.
