20. Buttercup

We don't care how much Prim loves this cat; his running off ALMOST KILLED HER AND KATNISS! That (and his general grouchiness) aside, we *do* have to admire him for being tough enough to go head to head against Katniss. That is one tough feline.

18. Katniss' Mother

OK. We know not everyone can be as brave and dedicated to her family as Katniss, and we KNOW Katniss' mom has had a super tough life, but honestly, she could definitely have been there a bit more for her daughters. On the plus side, she's got braiding skills that could give even the Capitol hairdressers a run for their money.

17. President Alma Coin

She's obviously brilliant, strategic, and a ruthlessly strong opponent to the Capitol. All good qualities. However, the verdict is still very much out on Coin — anyone who bans alcohol and enforces a dress code surely can't be trusted, right?

16. Primrose Everdeen

Prim. Little Duck. We were so excited when you gave Katniss such good advice about how to deal with Coin. You'd matured. You'd grown up. Then you went and risked your life (not to mention your sister's!!!) to go after your cat during the air raid! #priorities

15. Caesar Flickerman

Caesar Flickerman is sort of like the Capitol's Ryan Seacrest with better hair. In Mockingjay — Part 1, he spends his time flaunting incredible clothes and then interviewing the much-worse-for-wear Peeta. He scores negative 50 points for being Snow's cowardly pawn, but he makes up for most of it with brave fashion choices. #pompadouronfleek

13. Castor

Lionsgate

Another former Capitol dweller, Castor is a cameraman on the District 13 propaganda team. He and his brother Pollux follow Katniss around on dangerous assignments aimed at getting all the Districts to rise up and fight the power.

12. Pollux

Lionsgate

Castor's brother and fellow cameraman, Pollux, is a former Avox (meaning his TONGUE WAS CUT OUT, and he was pretty much enslaved in the Capitol). Why he joined the rebels isn't exactly a mystery.

11. Boggs

Lionsgate

He's crazy tough and totally devoted to Katniss, which makes him a stand-up guy in our book. Is it bad we'd like him to open up a bit more though? Does that not go with the whole rebel warrior deal?

10. Cressida

Lionsgate

Cressida is the director of the crew that films the Katniss propos. She keeps everyone on track, rocks a mean head tattoo, and is totally unfazed by falling buildings, gunfire, corpses, and various Katniss freakouts. Natalie Dormer playing a brilliant, hardcore badass? Who would've thought?

9. Haymitch Abernathy

No longer a loose cannon alcoholic! Whoa. It's like we don't even know who he is anymore. Sobriety seems to be working out for him, though, because it made him sharp enough to give much-needed advice about how to film Katniss in the propos. Without him, the propos (and thus, the revolution) probably wouldn't have stood a chance.

8. Gale Hawthorne

Longtime friend to Katniss, Peeta's romantic rival, and the ultimate freedom-fighting idealist. He led the few hundred survivors from District 12 to safety and rescued Peeta from the Capitol despite their rivalry. Total. Hero.

7. Beetee

Lionsgate

Without his genius, Katniss wouldn't have her amazing new explosion arrows, District 13 wouldn't have been able to contact other Districts, and Peeta wouldn't have been rescued. For making these things possible, he holds a special place in our hearts. Plus, his goatee is pretty amazing.

6. Finnick Odair

Lionsgate

Finnick isn't just a pretty face. The real reasons to love Finnick are 1) his steadfast love for his quirky (and by quirky, we mean crazy) GF Annie Cresta, and 2) his courageous willingness to share his dark past with everyone in Panem in order to help take down the Capitol. He's almost too perfect.

5. Plutarch Heavensbee

Lionsgate

He's brilliant enough to outmaneuver the Capitol and moral enough to know he had to fight their oppression. He trusted his instincts in choosing Katniss for Mockingjay, and his media savvy made the propos what they are. His unique blend of idealism and realism make him indispensable to the revolution.

4. President Snow

Lionsgate

OK. We know's he's pure evil. He bombs the rebels, executes dissidents, forces children to kill each other in the Hunger Games, tortures Peeta, and seems to feel zero guilt. Somehow he's able to do this with charm, genius, and style, making him one of the most irresistible characters to watch. Not to mention Donald Sutherland is LEGENDARY.

3. Peeta Mellark

Mockingjay — Part 1 is a rough time for Peeta. He was abandoned by the rebels at the end of Catching Fire, he's kept in the dark about the fate of District 12, he's separated from Katniss, and he gets tortured until he loses his mind and is conditioned to kill the person he loves most. President Snow tells Katniss, "It's the things we love most that destroy us," and he's talking about Peeta. If it weren't for how unfalteringly loyal, strong, and supportive Peeta had been to Katniss in the past, we wouldn't be so torn up about his being forced into turning against her now. GET WELL SOON PLEASE!!!!

2. Effie Trinket

Lionsgate

Mockingjay — Part 1 is undeniably dark, but Effie (played by the hilarious and exquisite Elizabeth Banks) brings some much-needed humor, whimsy, beauty, and light to the film. Effie was barely in the book, but we're so happy she made it into the movie; it wouldn't have been the same without her. Even the drab and conformity-focused District 13 couldn't dim her sparkle and individuality.

1. Katniss Everdeen

OBVI. Katniss shouldn't even be on a list with regular mortal humans. She is our Mockingjay, we love her, her fire is catching, and we offer her our best Mockingjay salute.
