      I love these videos, but I think knowyourememe is wrong. These Hitler videos are not criticism of the original work or comments on the original work, they are criticism and commentary on other issues, using the original work. Again, a criticism or comment on the Hitler video using the video falls into fair use. This is if a news show or review show is talking about the original Downfall movie. A criticism or comment on say, Blu-Ray using the Hitler video is not fair use.
