At a debate today at the Fairfax County Chamber of Commerce, Democratic Senate candidate Tim Kaine said he would be open to taxing the 47% of Americans who don’t pay federal income tax.

      He didn’t say income tax. He said he’d “be open to a proposal that would have some minimum tax level for everyone, but I do insist, many of the 47 percent that Gov. Romney was going after pay a higher percentage of their income in taxes than he does.” In saying that many in the 47% already are paying more than Romney, he’s clearly not talking about the federal income tax, but federal taxation in general, and likely is referring to the buffet rule.
