"At this point, there was no problem at the Boys and Girls Club. There was no problem with the basketball game. It did not seem to stem from that," Ciminelli said, according to WHEC.

"We have a very active investigation going. We are bringing every resource that we have at our disposal to bare on this. We will run this down and find out who did this. This was an outrageous act; we intend to find out who did it and bring them to justice at this point," he added.

One eyewitness told the Rochester Democrat & Chronicle that the incident was like a "mini-massacre," adding that "we can't continue to let this happen."

None of the dead or wounded have been officially identified. However, a 17-year-old victim — Jonah Barley — was named Thursday morning by his aunt, Melody Scott, as one of those killed, according to the Democrat & Chronicle. Barley was pronounced dead at the scene, she said.

Police said all injured victims were male, between the ages of 20 and 29.

Rochester's Mayor Lovely Warren said: "Police are trying to process what happened here last night. Somebody made a decision last night that they were going to end some lives. That person that made that decision, we are going to bring them to justice," the Democrat & Chronicle reported.

Crowds gathered on the street outside the club following the shooting.

Reporters on the scene described the emotional reactions of families mourning their loved ones.

Wishing I could unhear and unsee all the screaming and crying here tonight. We should all be mourning for these families
