A bystander's video captured the moments before and after the man was killed. The man was at first firing into the air, she said, then aimed at officers when they arrived.

Terry Burstein told the AP the man appeared relaxed as he fired six shots and reloaded his gun.

"He just didn't seem to be a dangerous person, other than the fact that obviously he had this gun," Burstein told the AP. "He was just in his own little world."

Paul Gilmartin told the Los Angeles Times the man was sitting on a bench or planter outside Union Bank as he fired. When police arrived, they shouted at the man to drop his gun, Gilmartin said.

"It was so bizarre," he told the Times. "He wasn't agitated…. He looked like he was just waiting for the cops."
