For those who don't remember, Sailor Uranus appeared in some of the later seasons to help the original Sailor Scouts defend the earth from evil!
For starters, their resemblance is uncanny.

Unbeknownst to some of the fans who watched the U.S. version of the show, Sailor Uranus and Sailor Neptune were actually lovers, not cousins!

In an interview with Elle, Ruby Rose explained what it means to be gender fluid. To her, it means "not having to succumb to whatever society ... makes you feel like you're supposed to be because of how you were born."
Similarly in Sailor Moon, many of the Sailor Scouts initially believe Sailor Uranus to be a man because of her appearance, but she challenges their ideas of what gender means.
