USA Private Pipelines Should Be Used To Manage US Drought/flood Waters

Reducing river flow prior to flood events through piped remediation increases flood water carrying capacity of those rivers near so many homes now threatened by each flood event, if not destroyed and rebuilt already from insurance claims.

If only pipelines were routed through fire prone forests...

80,000 miles of pipe cover America yet never put to emergency use

in pre-lowering river flow ahead of storm surge nor pumping excess

water into drought ridden rivers such as Mississippi stranding barge

traffic during height of drought. Fish migration can be halted by dry

river beds in midst of "controlled" drought. USA don't seem interested

in the "controlling" of any but potable municipal and agricultural water.
