Filipino Lawmaker Proposes 'Anti-Planking Bill'

In reaction to students planking on the streets of Metro Manila as a protest against the rise in oil prices, a Filipino congressman has submitted a bill that would ban the practice. Here is what Representative Winston "Winnie" Castelo wrote in his explanatory note of House Bill 5316, otherwise known as "Anti-Planking Act of 2011." Philippine President Pardons First Prisoner Four Days After Death

Philippine president Benigno Aquino III has pardoned his first convict on July 19, 2011. Unfortunately, inmate Mariano Umbrero died four days earlier on July 15 from cancer. Aquino announced his clemency, not aware that the prisoner has died, during a press conference.
