Prior to the “Dear Colleague Letter” released by the Education Department’s Office for Civil Rights in April 2011, the focus of Title IX was almost entirely applied to gender discrimination in athletics. The 2011 letter changed this focus to a much broader interpretation, including the identification of sexual assault as discriminatory behavior. It also provided institutions with guidelines in how to properly address sexual assault. Since the Dear Colleague letter was released, many universities - Northeastern University included - have made tremendous improvements to their policies and procedures that address sexual assault on campus. I’ll be curious to see if she reported the incident before or after the 2011 Title IX changes were implemented.
