    Most Evil Deed    : Building a "Scream Extractor" to extract children's screams making Monster's Inc. tactics redundant.

    19. Yzma, The Emperor's New Groove

    The power hungry former advisor to Emperor Kuzco is desperate to be ruler. She is however delusional as she sees herself as beautiful when really, c'mon.

    Most Evil Deed: Attempting to kill Kuzco, but instead turning him into a llama with a magic potion.

    This poacher's cruel treatment of animals and Tarzan make him stand out .

    Most Evil Deed: Imprisoning Tarzan and fatally wounding the gorilla Kerchak in the resulting conflict.

    17. Governor Ratcliffe, Pocahontas

    Greedy, ruthless, and xenophobic. His immeasurable desire for gold and notoriety are the main motivators behind his cruel behavior.

    Most Evil Deed: Shooting John Smith by accident while actually attempting to shoot Chief Powhatan.

    Kind and inviting at first, this toy tyrant tricks incoming toys and lies to them about their impending treatment. A true two-face.

    The arch-enemy of Peter Pan and the Lost Boys who will stop at nothing to get revenge for Pan dismembering his hand.

    Most Evil Deed: Tricking Tinker Bell into revealing Pan's secret hide out, then locking her in a lamp.

    He's the kid everyone loved to hate. This bratty sadistic kid's idea of fun is taking toys apart and switching out body parts. The only reason he's not higher is because he didn't realize the toys are alive.

    Aside from being cynical and having major anger management issues, Hades is god of the underworld. That alone warrants a ranking on the list.

    Most Evil Deed: Coercing Hercules into giving up his powers for twenty-four hours on the condition that Meg (his love interest) will be unharmed.

    10. Shan Yu, Mulan

    The leader of the Huns is among the most ruthless and merciless villains ever seen. Killing his enemies in cold blood to prove his strength isn't below him.

    Most Evil Deed: Murdering one of the emperor's messengers in cold blood after decimating a village.

    9. Claude Frollo, The Hunchback of Notre Dame

    This Demon Deacon uses his influence and power to strike fear into people. His treatment of Quasimodo and desire for Esmeralda make him easy to despise.

    Most Evil Deed: Leading a violent mob into Notre Dame cathedral in an attempt to kill Quasimodo.

    8. Jafar, Aladdin

    Diabolical and obsessed with Princess Jasmine, Jafar is a perfect fit for the "evil sorcerer" stereotype.

    Most Evil Deed: Stealing the magical lamp and using his first two wishes to take the Sultan's throne and to become the most powerful sorcerer in the world.

    7. The Queen of Hearts, Alice in Wonderland

    6. Queen Granhilde (The Evil Queen), Snow White

    Most Evil Deed: Turning into an enormous fire-breathing dragon and battling Prince Phillip to prevent him from releasing Princess Aurora from her curse.

    4. Ursula, The Little Mermaid

    This sea witch is manipulative and deceptive. She managed to trick both Ariel and King Trident to advance her own agenda.

    This "Wicked Stepmother's" cruel and abusive treatment of Cinderella makes her one of the most disliked Disney villains of all time.

    Most Evil Deed: Turning Cinderella's step-sisters against her and generally making her life a living hell.

    This fashion-obsessed heiress wishes to use the skins of the 101 Dalmatian puppies for a fur coat. In terms of villains she is absolutely iconic.

    Most Evil Deed: Causing a high speed chase she almost succeeds in ramming the lorry, driver, dalmatians and all, off a cliff.

    Is their really an argument here? Aside from being a terrible uncle he KILLED MUFASA!!! After murdering his brother he then convinced Simba that it was his fault and banished from the kingdom forever. Oh, and his soldiers marched in goose step to increase the creep factor. He single-handily took away the innocence of an entire generation by murdering his brother.

    Most Evil Deed: HE KILLED MUFASA!!!
