We have a higher population than Scotland & they got a vote - why not us? Also, since I currently reside in Blackpool (which has a very large population of Yorkshire ex-pats), would anyone argue if we claimed it as a protectorate/colony? Aside from anything else, it would piss off the Lancastrians!
BMI has never been even remotely useful for anyone who isn’t average height (or nearly). It’s calculated from your mass & your height squared, which would be fine if we were all 2-dimensional beings, but since we have height, breadth & depth, the missing dimension means that people who are taller than the average wind up being told they’re overweight even when they’re not, while those who are below average height may be told they are underweight erroneously. The basic maths is deeply, inherantly flawed for individuals.
