Not what I was taught. You always have an option between just an apostrophe or an apostrophe+s. If Joe Weiss has a house, you can say “Joe Weiss’ house” or you can say “Joe Weiss’s house”. If you’re referring to all of the people that live in the house, you can say “The Weiss’ house” or you can say “The Weiss’s house”. The former in each case is the more common option, but the latter is technically correct. At least that’s what I was taught back in 2nd grade!!!
I was taught that either was correct, but dropping the S was more common. So “Jesus’” or “Jesus’s” would both be correct, but the first was more widely used. And I was never taught that it mattered if it was a proper noun or not.
