There is an international treaty called the Convention on the Elimination of All forms of Discrimination against Women, more commonly called CEDAW. CEDAW is an international bill of rights for women that defines what constitutes discrimination against women and sets up an agenda for national action to end such discrimination. 188 members of the United Nations have ratified this treaty bringing protection for women into their country through international norms. However there are still 7 countries that hold out against protection for women's rights internationally.
