Is This The Video Drudge Is Teasing?

It's from an Obama speech at Hampton University. It has been online since 2007, and was widely circulated in the conservative blogosphere at the time.

The YouTube clip above is not complete. The Daily Caller claims to have the full version, which it will release at 9 p.m. ET.

Drudge Report is teasing three key quotes:

"We don't need to build more highways out in the suburbs. We should be investing in minority-owned businesses, in our neighborhoods."

Poor people "need help with basic skills, how to shop, how to show up for work on time, how to wear the right clothes, how to act appropriately in an office."

"'My pastor, the guy who puts up with me, counsels me, listens to my wife complain about me. He's a friend and a great leader. Not just in Chicago, but all across the country."

The latter quote is not featured in the video above, but it is in this clip:

An anonymous source sent the following 26 minutes of audio that appears to be a section of Obama's speech at Hampton. BuzzFeed believes the full speech is at least 36 minutes long, meaning this audio has also been edited. However, there are moments in the audio that are consistent with the text of the prepared remarks — and moments where Obama acknowledges that he has gone off script.
