Well, he can't be the real Hulk. If Bruce Banner were in full-rage mode, his pants and coat would be totally shredded (and he'd be wearing shorts anyway). I'd say the perp's either a hulk from the Hulk World or maybe Buffalo police should start poking around the GameStop down the street for answers.
