Impulse buyers are those who are buying from breeders, where it is much easier to get a dog. If you go to a shelter there are numerous background checks and waiting periods to go through.
I've met plenty of dogs who are affectionate, highly intelligent, energetic and small. That describes a whole multitude of dogs, not just Shetland Sheepdogs. They might have specifically been bred to be that way yes - through incest and genetic mutation. Hardly a desirable way of going about acquiring those characteristics.
If someone really wanted a chimp or a tiger or some other endangered animal whose procurement resulted in the mistreatment of a whole range of individual animals, would that be just as acceptable? Should I not try to shame those people for supporting a terrible industry.
The bottom line is that thousands of strays and rescue dogs are put down every year because homes cannot be found for them. If you are in a position to help one of those but choose not to for your own (I would say) selfish reasons, then that is your lookout.
