BREAKING: Melbourne terror shooting, evidence to suggest dead man had been waving Islamic State flag

The shooting occurred at about 7:45pm, Tuesday.

According to the Australian Federal Police, it is understood a Victoria Police member and an AFP member, from the Joint Counter Terrorism Team, met an 18-year-old man at Endeavour Hills police station on Heatherton Road in relation to an ongoing investigation.

It is believed an altercation occurred about 7.45pm outside the police station, resulting in the stabbing of the two police members.

One of the officers discharged his firearm, fatally shooting the 18-year-old man.

The shot man had been invited to Endeavour Hills Police Station after allegedly waving an ISIL flag.

UPDATE 1300 AEST The Australian Federal Police joined Victoria's Police Commissioner in releasing details about the shooting.

The 18-year-old was named as Abdul Numan Haider, who is accused of stabbing the officers after one of them tried to shake his hand outside the police station.

"When our police members have approached this young man, one's extended his hand to shake his hand and the response has been he's been stabbed in the arm," said Victoria's Police Commissioner Ken Lay.

It's alleged that Haider then turned to the second police officer and stabbed him in the arm, neck and head, before the first already wounded officer shot and killed him.

According to The Age's Crime Reporter John Silvester, Haider planned to behead the officers with the knife, drape their bodies with the ISIS flag and post images of the attack to social media websites.

Commissioner Lay says officers were alerted to Haider three months ago and agencies became more concerned after he attended a shopping centre last week with an ISIS flag.

"There's certainly information that he was present at the shopping centre in the last week or so with the flag that appeared to be an ISIS flag," said Commissioner Lay.

There were earlier reports that Haider had made threats against the Prime Minister Tony Abbott, however the Australian Federal Police roundly dismissed the claims.

"This is early stages of an investigation ... What I will say is and what I can be very confident on is there were no specific threats made," said Acting AFP Commissioner Andrew Colvin.

Prime Minister Abbott also issued a video message from Hawaii about the attack, while traveling to New York.
