Yes, even your crappy Blogspot site about the cheese your cat likes will be subject to the licensing fee. The city considers any blog with the potential for revenue to be a business, and thus subject to their bureaucratic restrictions.

  • This would mean that if anyone who runs a blog(for profit) passing by the city would not be allow to blog while in the city without a 'license'. Freelance reporters who work for news websites can't write(?) or at least 'publish' on the web in the city without this license. This can't be legal or hold up to judicial scrutiny.
