"Net Neutrality" is the belief that Internet Service Providers are an "information service" (Title 1, Section 3, Definition 20 of the Communications Act of 1934), and not a telecommunications "common carrier" (Title 2) which the FCC may regulate, as was defined by the FCC 02-77 in 2002 Section III B.
