In the Navy a Captain is not just a rank but a position as well. The Captain rank in the US Navy is an O-6, but the Captain of a destroyer is usually a LT Commander in rank. In other words, Captain Crunch may be wearing Commander rank, but since he commands a ship you would address him as Captain.
