It is a very strange thing but he seems like a really sweet old man who has a pretty strong fetish :) I totally get it. It's just not my thing - being a parent, I certainly would not want to wipe any more butts or noses and change clothes on any more kids. However, I dont think that he is a pedo, just wants to be a baby and give control to someone for awhile!
