This is Radio Man, a fixture on the New York film scene for years. He's a featured extra in a ton of NY film and television series, and can be seen riding around town on his bicycle, radio around his neck. His most prominent appearance was probably as the lead “Derelicte” model in Zoolander – not during the runway show, but when the line is first shown to Zoolander.
